Dense crowds, restricted movement, and vigorous activities further intensify heat stress during extreme weather conditions.

Event organizers should also factor in scheduling, movement patterns of crowds, and protection measures for workers during high-temperature periods.     The Intergovernmental Panel on Climate Change has identified that the frequency and severity of hot extremes have increased across most land regions since the 1950s. This trend underscores the need for thorough heat preparedness at outdoor events with large crowds. Older adults and individuals with chronic health issues face greater risks from heat exposure. Participants engaged in strenuous activities may also require additional protection. Support personnel and volunteers often remain exposed for long durations while managing security, medical services, transportation, and other logistical functions.

    The guidance emphasizes embedding heat preparedness into the broader framework of public health and emergency planning for mass gatherings. It recommends that authorities and organizers evaluate conditions before, during, and after each event.
