    European Union faces 5 million ICT worker deficit by 2030

As reported by Emirates News Agency, the EU set to fall short of 2030 ICT target by 5 million workers even as overall technology hiring continues to grow across the continent. Researchers noted that national education systems across the 27-nation bloc have failed to generate enough specialized digital talent, driving European technology firms to accelerate international recruitment drives outside the single market to meet operational needs.

    Despite the projected deficit, aggregate employment figures within the European digital landscape registered substantial long-term growth over the preceding decade. Data compiled by Eurofound indicates that the number of information and communications technology specialists in the European Union expanded from 5.6 million in 2011 to 10.3 million in 2024, representing an overall increase of 81 percent. Concurrently, ICT professionals increased their share of total European employment from 3 percent to 5 percent over the same period. However, annual sector growth rates of 7 percent to 8 percent remain insufficient to close the trajectory gap required to meet the 20 million threshold set by European policymakers for the end of the decade.

    Substantial regional disparities in technology employment persist across individual European Union member states. Eurofound reported that ICT specialists represented 8.6 percent of total national employment in Sweden, 8 percent in Luxembourg, and 7.8 percent in Finland during 2024. Conversely, digital specialists accounted for just 2.5 percent of the overall workforce in Greece and 2.8 percent in Romania. Growth trajectories also varied widely across the bloc, with Estonia more than doubling its proportion of ICT workers from 3.4 percent to 7.2 percent between 2011 and 2024, while other member states recorded minimal percentage gains over the matching timeframe.

    Structural Education Shortfalls Drive Dependence on External Recruitment

    Enterprise surveys conducted across the bloc revealed that 57 percent of European firms attempting to fill open IT vacancies experienced severe recruitment difficulties in 2024. Talent shortages remain most pronounced within senior engineering positions and specialized technical domains, including cybersecurity, artificial intelligence, generative AI, and cloud computing infrastructure. To fill these critical operational gaps, technology enterprises have turned to international talent pools, driving the proportion of ICT specialists born outside the European Union from 9.2 percent in 2021 to 11.9 percent in 2024.

    Persistent gender imbalances continue to constrain the overall capacity of the European Union digital talent pool. Eurofound documented that female professionals represented fewer than one in five ICT specialists across the 27 EU member states in 2024, holding a 19 percent share. Additionally, gender pay gaps in the broader information and communications sector stood at nearly 20 percent in 2022, exceeding the economy-wide average of 13 percent. Eurofound researchers noted that underrepresentation of women means European industries operate with less than three quarters of their potential digital talent pool, restricting diverse perspectives in technology development.

    Growth Trajectories in Core Software Consultancy Sectors

    The report emphasized that while ICT positions consistently deliver above-average compensation, advanced skill development, and strong employment quality, job quality alone cannot resolve the structural labor deficit. As the EU set to fall short of 2030 ICT target by 5 million workers, analysts stressed that closing the gap will require coordinated policy interventions targeted at expanding domestic educational capacity and easing intra-EU labor mobility. Regulatory bodies continue to review workforce recommendations as member states work to expand domestic training pipelines, increase female participation in technical disciplines, and preserve economic competitiveness across global technology markets.
