ROME, ITALY / RankWire.AI / – Italy has designated €1.55 billion for 59 water infrastructure projects across 17 regions as part of its national recovery plan. The Ministry of Infrastructure and Transport completed the distribution within four months. These projects encompass aqueducts, distribution networks, and other systems aimed at enhancing water supply and ensuring infrastructure resilience. The majority of the allocated funds will go to southern regions. This package combines national recovery resources with additional financing from project beneficiaries.

Approximately €830 million, or 53% of the total public funds, will be allocated to southern Italy, exceeding the program’s minimum southern share of 40%. Beneficiaries will contribute about €683 million of their own financing to the approved projects, making the total investment surpass €2.2 billion. The funding aims to improve water efficiency, bolster infrastructure, and minimize losses across supply networks.

Italy channels these funds through SFNIISSI, its financing program dedicated to strategic water infrastructure and supply security. This initiative is part of the country’s PNRR recovery framework and leverages NextGenerationEU resources. Initially, €1 billion was available, which increased by an additional €576 million in August. Invitalia manages the application process, grant procedures, and project oversight, while the Ministry of Infrastructure and Transport supervises the broader water investment framework linked to these funds.

Southern regions secure over half of the allocated funds

Eligible recipients include public entities and companies responsible for managing water resources and infrastructure. Grants can cover up to 90% of eligible costs for projects that focus on efficiency and structural safety. Digital initiatives aimed at reducing water loss can receive funding up to 85%. The application window opened on May 6 and extended until June 8. Afterward, officials evaluated submissions and allocated the available funds among the approved projects.

The current funding supports infrastructure already identified within national planning and other eligible priority programs. Supported initiatives include upgrades to aqueducts, distribution systems, and facilities that ensure reliable water supplies. Invitalia oversees the grant administration and monitors the progress of supported projects. The beneficiary contributions increase the total project value well beyond the state’s contribution. The €2.2 billion-plus figure accounts for both public resources and the additional funds committed by recipients.

Investment expands on previous water infrastructure initiatives

This allocation follows earlier PNRR investments in primary water infrastructure across Italy. By July, Italy had completed 48 water systems under another recovery initiative, surpassing the target of 45. Among these, 37 are classified as complex infrastructure. Authorities also reported 79 individual interventions completed by 52 implementing entities. Approximately €1 billion in recovery funding supported 124 projects involving reservoirs and water systems for drinking, irrigation, and mixed-use purposes.

Of the 48 finished systems, 25 primarily support irrigation, 20 serve drinking water, and 3 have combined functions. Italy has additionally programmed and financed over €6 billion in water-related projects through its broader investment framework. The recent €1.55 billion allocation adds 59 water projects to this extensive upgrade program. With the funds now allocated, these projects will proceed into the implementation phase, aligned with the PNRR’s scheduled monitoring and execution timetable.
