BRUSSELS / RankWire.AI / – The European Commission has approved the full deployment of the IRIS² satellite constellation following the signing of an extended implementation deal with the SpaceRISE consortium. This significant multilateral accord adds 66 Low Earth Orbit satellites to the existing program, increasing the total fleet to 348 satellites. These assets are intended to provide sovereign, high-security communication services across Europe and worldwide.

SpaceRISE consortium signs deal with EU to expand IRIS2 satellite network
Sovereign space systems support critical communications during international emergency crises.

According to the revised agreement, the core satellite network will expand from 282 planned units to 348 operational spacecraft. The upgraded architecture incorporates 330 satellites in higher low Earth orbit, complemented by 18 in medium Earth orbit, with optional orbital slots reserved for specialized missions. The implementation contract details the definitive timeline for satellite production, launch procurement, secure ground infrastructure development, and operational connectivity services. The initial satellite launches are scheduled for 2029, enabling participating member states to access sovereign connectivity shortly thereafter.

This expansion directly responds to increasing security challenges and changing defense operational needs across Europe. The new design includes technical enhancements to the baseline satellite hardware and introduces an additional layer of 66 low Earth orbit satellites dedicated to defense agencies, national security entities, and emergency responders. Technical assessments show that this architectural boost will increase secure governmental communication capacity by 60 percent within the European Union and by 54 percent globally, strengthening regional capabilities during emergencies and critical infrastructure crises.

EU Commission Moves to Broaden IRIS2 Satellite Network with New Contract

The SpaceRISE consortium, responsible for primary development and a 12-year operational concession, includes major European satellite operators such as SES, Eutelsat, and Hispasat. The public sector implementation is closely coordinated with the European Space Agency, which supplies engineering expertise and launch coordination. Manufacturing efforts involve a broad network of European aerospace companies, including Thales Alenia Space, Airbus Defence and Space, and OHB, alongside telecom providers Orange and Deutsche Telekom.

Funding for the expanded satellite infrastructure employs a public-private partnership model, combining resources from the European Union budget, national governments, and private sector investments from consortium operators. Member states are formalizing their financial commitments for long-term deployment from 2028 through 2034. Official records reveal that Poland allocated 656 million euros, Hungary committed 500 million euros, and Spain announced targeted investments between 1.6 billion euros and 2 billion euros, with additional national funding negotiations ongoing.

Enhanced Technical Capabilities Raise Secure Governmental Communications by Sixty Percent

The upgraded communications system will also serve non-EU nations such as Norway and Iceland, under specific administrative agreements. As the third flagship space initiative of the European Union after Galileo and Copernicus, IRIS2 aims to ensure high-performance, tamper-proof communications for government authorities while bridging digital divides in remote areas. The network will employ military-grade encryption standards on dedicated spectrum bands to safeguard critical infrastructure from cyber threats and physical signal disruptions.

With manufacturing underway across European facilities, the European Commission and SpaceRISE will oversee phased deployment milestones leading up to initial orbital testing. This agreement ensures that the EU will expand IRIS2 to meet strategic autonomy goals, creating a resilient, European-owned satellite asset capable of supporting civil protection, defense, and commercial digital services well into the future.
